SPARTANBURG, S.C. — Spartanburg County Council moved three data center development agreements through second reading at a special meeting, clearing the way for final votes later this month.
The largest package covers Valara Holdings, a NorthMark Strategies subsidiary planning a campus on South Pine Street with its own roughly 450-megawatt power plant. Council voted 4-2 for that ordinance after Grant DeShields joined Monier Abusaft in opposing the draft agreement.
County documents and meeting coverage put the NorthMark-backed investment at about $2.75 billion to $2.8 billion on roughly 294 acres for a 457-megawatt facility, with a proposed 12-year development agreement if the final reading passes.
Two smaller projects also cleared second reading. AIB CLT1 plans to convert its Tyger River bitcoin mining site into a data center with about $1.2 billion in new investment, and 300 Jones Road Associates proposes about $1.5 billion to redevelop the former R.R. Donnelley plant. Both fall under the county power threshold tied to a one-year moratorium on larger new centers.
Council still owes a final reading on the Valara ordinance, expected before the end of November. Members who supported the package say they want tighter noise, light and air-quality promises locked into the signed agreement.
